Most likely, bug can be reproduced, if user:
1. opens, for example, 4 applications in WOrkspace 1
2. with, for example, Desktop Cube, moves focus to Workspace 2
3. opens any application
4. exits it;

In most cases there should stay this themed program bar visible, even though
there are no apps running in focused Workspace.
Using Compiz Fusion 0.8.4 on Lucid Lynx Beta 2 32bit;
If any logs needed, please specify command to gather them.
