Maverick is affected as well, it doesn't matter if compiz is active or not. Just as others pointed out, the problem can be avoided by not using Alt+Shift as the keyboard layout switch. The same kind of problem arises when one wants to use Ctrl+Shift short-cut for keyboard layout switching though. This time, it affects cycling backward between panels in Chrome/Firefox.
