hey fellows, i hope that i'm not the only one person who has been that blind for the obvious...so i tried like nearly everything to get my mouse theme working on all panels & applications. but the only one thing what worked for me was to change my theme in appearance >> customize >> pointer (or appearance >> install >> "look for theme tarball")...after doing that i had my cursor theme working in firefox and terminal and other application backgrounds...but not on panels or in the gnomenu for example...
