I dare say this is not a bug. The default compiz settings are chosen this way. They are working as designed. But I agree it would be nice for the default compiz Resize method to change to Normal in a future release.
Note however bug 803296 where the "Normal" resize method is currently extremely slow in compiz 0.9.4.
