This affects me too. When windows are maximized the titles change correctly. A resize of a window will update the title, but it again is frozen. The key "/apps/metacity/general/capture_before_unmap" is already unchecked so that's no help. (Ubuntu 11.10, AMD64, Radeon HD5700 flgrx)
