Enabling "Force full screen redraws (buffer swap) on repaint" makes moving windows better for me, too - it stops unsightly tearing occurring around the window border during the move.
I've now got the 3d-performance degradation bug persistently, ie competely reproducibly between reboots. So it surely must be a setting that compiz is storing persistently.
