When is Synaptic maximized, buttons are on top panel, however when
Synaptics opens new window(like install progress dialog), those buttons
dissapear even if i click on main Synaptic window and therefore is not
possible to unmaximize or minimize entire Synaptic the same way like
when it is not maximized.
