If you would like to eliminate absolutely all tearing then the solution is in 
CCSM:
Workarounds > "Force full screen redraw (buffer swap) on repaint" = ON

And with Intel Sandy Bridge graphics I seem to get the best performance by 
combining that setting with:
OpenGL > "Sync To VBlank" = OFF
(this doesn't work with other drivers like NVIDIA)

Keep using ppa:vanvugt/compiz for the best performance too.

In my experience this config looks the nicest. But it's not enabled by
default because it uses more CPU to redraw the whole screen every frame.
