Agree upon that this really is a poor decision. Linux is a multi-workspace operating system and this has to be considered on designing features.
Assume the following as one of examples: - the user has set up a number of workspaces - a nautilus window exists on two or more workspaces This design decision then makes it very hard to find those nautilus windows located on other workspaces without having to: - manually browse through all workspaces - click the launcher folder button each time (window could be hidden) Not really a user friendly way of working.
