I'm seeing this on oneric with unity/compiz, but it's not a fresh install: this machine has been doing rolling upgrades since jaunty or before. I'm about to do fresh install on new laptop, so if the behavior doesn't appear, I'll try to understand gconf diffs & other /etc/* diffs which may contribute to problem.
