Hello, shpiler. It is unity's intention to not show the launcher during the use of full- screen applications. I'm going to reassign this bug into a wishlist item. As far as the launcher not appearing for non-fullscreen applications, please file a new bug concerning the matter if the issue persists: one bug per issue.
