Nope, it's still here.
It happens a lot when grabbing a (semi) maximized window with the Alt key and
dragging it. Depending on where you grab the window or how fast you go, the
window will "jump" to the viewport below.
If I recall correctly, it used to happen with fully maximized windows but I can
currently only reproduce this with semi-maximized windows.
