The SHIFT key is used in keyboard shortcuts to reverse the direction of
an action. In Alt-Tab, holding down the SHIFT key reverses the
direction in which the Alt-Tab focus moves. However, currently holding
down ALT+SHIFT+TAB does not open Alt-Tab

Desired Solution:
- When a user holds down ALT and SHIFT and then presses TAB, Alt-Tab
should be opened with the focus moved one place to the left (placing the
focus over the "show desktop" icon)
