I seem to have fixed it for myself--I have an nvidia 8600M GT, with two monitors. I *think* what I did was install the NVIDIA-Linux-x86-295.53.run driver, but it might have been the devdriver_4.2_linux_32_295.41.run one. I'm pretty sure I'm not using Noveau or anything downloaded through the "Additional Drivers" dialog, since every kernel upgrade seems to break my graphics.
For me, however, there wasn't even an option for blur in CCSM's Effects category, until I installed the driver downloaded from nvidia.
