I'm seeing this bug on Unity3D, Precise. Virtually any application is affected, not just EOG but also devhelp, gvim, Chromium, GNOME Terminal, you name it. My work-around is General Options > Focus Behavior > Focus Sensibility: Off, which alleviates the problem.
