I've also had this problem - two monitors of equal resolution and the place plugin configuration seemingly ineffective. I think I have a workaround by following comment 10 from bug #930660, specifically:
CCSM>General Options>Display Settings: Overlapping Output handling=Prefer smaller output CCSM>Place Windows>General: Multi output mode=Use output device with pointer It does appear to be related to compiz resolution handling, but affects situations where the outputs are the same resolution. Some comments indicate that the relative screen locations in the configuration may also affect this issue, in case that helps with the debugging.
