You have been subscribed to a public bug:
Unlike other applications GIMP (and other applications) don't open
maximised if it is closed maximised.
When reopened after being closed maximised, the program window is too
large for the screen space available and extends below the bottom edge
of the screen.
This happens at least for me on my Thinkpad Edge with a monitor
resolution of 1366 x 768.
