I have only observed this with FIrefox and the NVIDIA driver (I have not spent much time with the nouveau driver, and the bug is not reproducible on-demand).
It seems to be related to having a second monitor enabled. A possible test case is to plug in an external monitor then create a new browser tab in an existing full-screen browser window (which is how I reproduced it just now). My monitor configuration is 1440x900 (internal) and 1280x1024 (external).
