Besides, is it right that the dconf settings file is not authoritative? Backing up a ~/.config/dconf/user with a working Ctrl+q, rebooting, checking dconf-editor (close=Alt+F4), copying the saved dconf/user over the default (which differs after reboot)... now dconf-editor shows close=Ctrl+q, but the shortcut doesn't work.
