Removing the workspace switcher in the launcher and disabling multiple workspaces should be managed separately.
The option in system settings can do both, to prevent newbies from getting trapped, but for power users, most will (probably) prefer to be able to still use keyboard shortcuts and not have the icon in the launcher. Is it a bit too late to request this, since I see considerable progress on this?
