Actually this bug could just as well be duped the older scale/window group bug started in 11.04, feel free to do so if appropriate Bug 774059
As far as the dbus/command 'workaround', have had no real issue here with it in a slightly different form than posted in other bug. At times since 11.04 enabling those plugins would cause compiz to crash, not really an issue as of late. Really the only problem is in 13.04 where set commands in the command plugin will disappear with some regularity & need to be reset.
