This is Compiz issue and was introduced by this MP:

That MP is protecting against bleeding the window's extents into another
work area. Since the extents allow for mouse grabbing window resizing,
there is a small gap allowing for the window to be resized.
I don't think that MP took into account semi-maximized windows. I'll
take a look and see if we can discount the extent when semi-maximized.
