ezcWorkflow is a combination of low-level PHP classes that do help you write Workflow based application. I guess a workflow based task management system could be build with it, but it is not representing it on its own. eZ Publish has a collaboration system build-in. You can ask questions about it here http://share.ez.no/forums/developer.
