Usually a digital TV tuner is converting the analog video data into digital
AVI stream. Can we use the scrambler program on another brand of TV tuner ?

I saw that one....sigh I wish I know this information before.
How much this card costs you ? I bought the 3Demon for Rp 390.000, and
Hauppage 688 for Rp 575.000
