The only non-tournament game the bot has played is a free game against
Erik van der Werf (or an account with his name, at least), which seems
indicative of whose bot it is :)
stv is Steenvreter. Its creator is indeed Erik van der Werf, whose KGS
account is evdw. Its name is Dutch for "stone eater". It uses UCT, but
can play well under fast time limits such as were in use today.
In fact one of its wins today was not entirely deserved. In a game
between stv and Zen9, both players passed, and then they disagreed about
the status of stv's groups, which were all in fact dead. Zen9 did not
know how to handle the resumption, so the game was counted with all
groups alive, stv winning by the komi.
But even without this win, it would have been clear winner of the
tournament.
