don't know about bubbles, but i am under the impression that at 17x17, there corner and side territory is too large and the reverse is true at 21x21. at 19x19, there is a little less turf in in center.
it's also hard to see why 21x21 would be boring (i can see 17x17 being too simple in some sense).
