Sorry for the slow reply...
The simplest answer is that the bias is just a constant, estimating
how wrong the RAVE estimates typically are. One way to get this number
is trial and error. Another way would be to look at the average
absolute difference between RAVE and UCT estimates in nodes with many
simulations.
