I would be in favor of 7.5 everywhere.

We used 7.5 at the US Go Congress computer tournament and got 23/42 wins for white. Of course, every game but one ended in resignation...

I'm wondering if I should have set 7.5 for 19x19. Someone posted that
6.5 for Japanese, 7.5 for Chinese. I currently have it set for 6.5
but that can easily be changed. I would rather be consistent with 7.5
unless it's clear that this is incorrect.

Does it make sense to use a komi of 7.5 for 13x13 and 19x19 under CGOS
rules?

I see you went with 7.5 for 13x13. I was about to suggest 8.5 but
changed my mind while writing this email. First evidence for 8.5 is
Robert Jasiek's comments (e.g. "I have observed that 8.5 komi for 13x13
... frequently lead to strategically demanding 0.5 games") here:
 http://senseis.xmp.net/?HandicapForSmallerBoardSizes

Second, Little Golem has used 8.5 for a few years, and this top
tournament has exactly 50-50 for black/white wins:
http://www.littlegolem.net/jsp/tournament/tournament.jsp? trnid=go13.ch.10.1.1

However, the tournament after has 15 to black, 21 to white here:
http://www.littlegolem.net/jsp/tournament/tournament.jsp? trnid=go13.ch.11.1.1

And the tournament before has 13 to black, 23 to white:
http://www.littlegolem.net/jsp/tournament/tournament.jsp? trnid=go13.ch.9.1.1

So, it seems 8.5 komi may favour white.
