My impression is that the rules.time statement in your config file has no effect; its purpose is to specify the default time settings for custom games, and it isn't going to be playing any while it is set to
mode=tournament.

I might be wrong about this. To be on the safe side, you could set
rules.time=18:00+25/00:20
