Think of RAVE as a fast way of approximating the UCT value.

Hi, In Gelly and Silver's work on combining UCT and RAVE, there is a bias term for both UCT and RAVE. One assumption is that UCT is unbiased and RAVE is biased. Can anyone explain or define the bias term here?
