Is it possible to participate in these tournaments remotely? I think I
would like to start participating in these, but I certainly have no
budget (or time) to travel outside of Europe. :-(

For the ICGA Computer Olympiad, there should be no problem.

This year all participants except myself used remote computers. I carried my i7 to the competition facilities. (I do live in Spain, but
over 2000 Km away from Pamplona in the Canary Islands, so it was
complicated to fly with the computer 3 times.)

Hideki Kato operated his computer in Japan remotely and was also
operator for Zen in communication with Yamato who was in Japan. Fuego used a computer in New York (maybe not for all the games), Mogo used the Huygens cluster and Professor Chen had his students operating in
the US.

Neither will I be able to travel to Japan (unless I find a sponsor ;-))
and I also expect to participate again with better results, of course.
