Because 13x13 is the one that is working, so folks are playing at that board size.
I do not think it matters much that the rating come from the same board size as the tournament. The point is just to get programs that have crossed to some minimal level of maturity, and some of the programs that are playing at the level near 1100 have not done anything beyond implementing known and available algorithms, so that sounds about right to me when combined with implementing the KGS endgame protocol.
