I don't have an answer, but want to note that the main power of TPU is
at training time. Unless a breakthrough happenned after the AlphaGo
paper in this regard as well, when using the TPUs during actual
gameplay, you probably quickly hit diminishing returns and you'd be just
as fine with using a bunch of GPUs.
