It is a Korean server run by, as far as I can tell, a for-profit Korean company. There are players of all levels, with significantly more high-dans than you can typically find on something like KGS or IGS (including, as you mentioned, many pros. I think Tygem and Fox cover the vast, vast majority of recreational online play by pros).
It's mostly Korean, but there are rooms for Chinese, Japanese, and "World" players as well. Anybody can join and play, although some rooms and features are restricted by rank and by whether you've bought premium access. If you're a serious player, you definitely will want to familiarize yourself with it.
