4 TPU is 180 TFLOPS, or 45 TFLOPS each [1] GTX 1080Ti is 11.3 TFLOPs [2], or 9 TFLOPS for the normal 1080. So 4 TPUs are more like 15-20 times faster than a high-end gaming notebook. (I'm being pedantic; I expect your main point still stands even if it is 20x. And if not, the AlphaZero results were at 5s/move - people wanting a world-class game could give it 30s or even 60s/move.)
