It's hard to see a simple rule. With komi being 7 or 9 for 19x19 and probably 7 
for 9x9. I wouldn't be surprised if 13x13 is higher than either. And komi 9 for 
3x3 and 25 for 5x5 (by your own proof). You're probably right for boards bigger 
than 19x19, although they may all have the same komi as 19x19.
