Human Friendly time limits: tit for tat?

has anyone implemented a Go engine with flexible time limits?[1]

if so, what strategies have been developed to enable computers to make
the best use of the time available?

has there been a tournament?

[1]Something similar to the method used in friendly games,
ie on average opponents take approximately the same time on each move.
tit for tat as per prisoner's dilemma.
