I don't know enough about the clean-up protocol to advise him.  Is this
kind of cheating really possible, if his bot supports the protocol
correctly?

I believe what was described is only possible in non-rated games, where the
human gets the benefit of the doubt if there is a dispute.

This should not be the case in rated games.

Thank you for your response. You confirm what I thought. But the game in question (played at 2011-03-11 11:42 UTC) was set to rated. I am puzzled.
