There are 81 input units for the previous move. (83 if you count "pass" and "no point", the latter being the previous move at the beginning of the game.) In any given situation, one of these units (the one corresponding to the previous move) is turned on. The rest are turned off.

No -- this plays JUST by looking at the two previous moves.
