Against strong players you can do better than that with a full board opening book, since there is not so much variety in human openings. I'd expect 6 to 10 moves typically, and sometimes as many as 25. But even this is not enough to really make a difference.
A joseki book also helps, since so many joseki sequences have been worked out, and some mistakes can be quite costly.
