This seems unlikely. The server usually sends the clean-up command to
both players.
My guess is:
the server sent the clean-up command to both players
oakfoam passed
the server took this pass, with the previous pass that was part of
the game, to be two consecutive passes, and therefore the end of the
clean-up phase.
I have written to wms about this.
