I have tried both solutions and neither seem to work.

Windows Explorer still gets an error and displays Error signature:

AppName: explorer.exe    AppVer: 6.0.2900.5512   ModName: gdiplus.dll
ModVer: 5.1.3102.5581    Offset: 00074f74

There's also a detailed technical detailed report that's very very
long, but I think I might just need to format, it's been too long
since I've installed from fresh on this system, say about 4 years.
