That sounds like you did some thorough troubleshooting. If the problem persists on two PC's then I would have to say the card is bad. Vista is real good about picking up drivers for hardware, it may not be compatible for Vista. Are you sure you installed the correct drivers on the other PC that isn't Vista? Did you get the latest drivers from the manufacturer's website? If the latest drivers don't work I'd send the card back and ask for a replacement.
