well i think its possible by 2 ways
1- Streaming: here you need to find the channel that provides this
streaming , and you need a high speed internet to stream both video
and audio, other wise it will be cutting out.
2- There's some PCI cards that work like receivers, its has a port to
plug the cable in it and it has its own software that will view the
channels, then you can use any TV-Out cord from your video card (and
if you want also take another one from sound port) to your TV's Audio-
Video.

This is as much as i know, you'll probably get more help from other
members :)
