Some manufactures like Acer have programmes the lock local drives,
look for the "Acer eLoc"k or if Intel machine "Intel Desktop
Utilities" these may be the root cause of your issues!. Also check the
Bios to see if the usb and IDE channels are disabled as other have
suggested.
