Im also no expert in this field, but let me still try to help, until you get
info from someone who knows these things in detail. If you are trying to
save video files and save as much space ass posible, you could rar - archive
them (or some other archiving format - as Zip for windows, or  Tar for
Linux. If you want to transfer - convert video that you already have in one
format to another smaller format, you can donwload any of the free
converters youll find on the web (and do a convert from .avi to .(divx)mpeg,
or from dvd - .vob to .avi, .mkv to .avi ...). Like i said, i am no expert,
but still, i think that getting a converter - archiver that will compress a
video file from 100% to 10%, as you asked, is hard to do? (it is possible
but the loss of quality will be extream.) Still, you can not reduce so
extreamly, but split one video file to numerous smaller files so its easyer
to send them via mail or web, like dvd files for one movie - vts_1.vob,
vts_2.vob....). It would be difficult to send a file thats 4,7Gb large over
email. But if you split it into smaller parts that are 15Mb large, its then
possible. If you record your video with a video-cam, you should probably
change the recording video format settings to get smaller size video files
(resolution, format, compression...).
