If you noticed, when you delete a file, the message appears doesnt mention anything about moving it to the the recycle bin, but says the file is going to be permanently deleted. while if the file is going to the recycle bin, the message image is different showing the recycle bin.
By the way, If you need to delete a file permanently and not to put it in the recycle bin, hold SHIFT while pressing the delete.
