Check that the cables are all in god condition and all connected. In
the back of the HD (when you take it out), you should see a set of
little switches or jumpers with a diagram indicate the settings for
Slave or Master. I suspect that the HD  is set to slave drive! If you
only have 1 HD it should be Master. Then try a detect and repair of
the OS by booting xp from the cd!.
