When you removed the devices, did you also remove the hidden ones? You will have a device for every usb port used (and for each usb hub connected to) and all but the one plugged in will be hidden. You need to get rid of the hidden ones also. And, you also need to ensure that F-Secure is fully uninstalled (no files/registry entries left on your system) because I believe that F-secure does install hooks/and/or registry entries which could effect you in the manner you describe.
