I like the idea of trying a second computer that may be quite helpful,
but seriously I see someone saying to check router settings and
internet connection, I would HOPE that he did that already as stated
above, he unplugged everything etc..  If the internet works for a
moment and then doesn later it should be a computer issue not an
internet/routing issue....

Go into your device manager and go under the properties of your NIC
card, find out what speed and duplex it is running, it should be
running at Auto.  You can play with this setting and see if that
changes anything, if not then try to unplug the network cable and wait
a few minutes, plug it back in and once you acquire a network address
then try to fire up the internet and see if the problems persists.

You can also try the following CMD commands...

at the command prompt:
ipconfig /release
ipconfig /flushdns
ipconfig /renew

See if any of those help.

I would REALLY do what Mohammad AbuShady said and try another PC and
see if it happens to one or both.
